The O.E.D. doesn't appear to include it, but Collins Dictionary defines pluviophile as "a lover of rain; someone who finds joy and peace of mind during rainy days".
As I've said often before, I am one, and I meet all the criteria here.

I tick rather few of these criteria. Yes I like being outside but I hate getting soaked. Yes I like dark skies but I love the azure blue ones as much. I don't find rain comforting but neither do I find it unsettling.

I have always loved being in the rain. My grandmother told me that it was better to be outside in the rain than behind a glass window, looking out. My daughter knew that as soon as there was any decent amount of rain, she would be dressed in waterproofs and taken out in her pushchair to a local park that had lovely puddles.
Off now to see about the yarn bowl, it looks beautiful, much nicer than the blue plastic 'Beehive' one my Mother owned,
